The European Parliament publishes, in real time and on line, the results of the European elections by using TNS opinion and its two partners, JOUVE and AKAMAI Technologies

 

The Jouve Group, in partnership with the European Political Survey Institute TNS opinion and the world leader in on line applications and content  distribution AKAMAI, have developped the multi-lingual event-driven web site  www.elections2009-results.eu.

At the time of the European elections, the European Parliament had a fixed objective to place at the disposal of the media (television distribution included) and to the general public, via this specific site, reliable, fast information on the composition of the Parliament at the time of the election on June 7, 2009. Available until July 17, 2009, this site will be updated according to the final results communicated by the Member States.

At the time of the election, the information was uploaded on line within  just a few minutes onto the multilingual site. (Site opening starting from 18:00. , publication of the first rates of participation to 21:00. and of the national results starting from 22:00.).

Intended for the citizens of Europe, the media, the policiticians and community members, the results of the elections of the 27 member states were distributed from the evening of June 7 in the 23 official languages of the European Union and were accessible on line and in real-time.

Strategic information accessible to the public

The priorities fixed by the European Parliament for this project were:

  • Data-gathering and collation of information
  • Page availability
  • Accessibility
  • Internet (several thousand pages)
  • Technological and service reliability
  • Access to mobile phones
  • Respecting the launch date (with particular regard to election night),  
  • Confidence in the capacity (13000 simultaneous requests per second, more than 6 million pages viewed in two days  
  • The most powerful performance

In this environment, the European Parliament, who entrusted the organization of this event to TNS opinion, was supported by three complementary partners who co-ordinated together, using methods used in international surveys and the best technology for the circulation and treatment of information on the Internet.

TNS opinion, one of the most experienced European centers for the coordination of international studies, was contracted to collect and collate the first national estimates and projections and then to produce projections in terms of seats in the European Parliament.

The JOUVE Group was entrusted with the creation and hosting of the Internet site, to manage and distribute the results of the elections.

Finally, AKAMAI’s 40,000 “high efficiency” delocalized servers enabled this site to be consulted by the greatest number of Net surfers as early as possible.
